COMPREHENSIVE REVIEW

The recent comprehensive review chaired by the Chief Secretary highlights Jammu and Kashmir’s steady march towards inclusive, outcome-oriented governance, with social welfare and agri-based livelihoods emerging as twin pillars of development. The Social Welfare Department’s performance reflects a strong institutional push towards empowering women, protecting children and ensuring nutrition security for vulnerable sections.

The near-universal functional status of Anganwadi Centres, large-scale training of frontline workers and expansion of Saksham Anganwadis underline a renewed focus on early childhood care and education. Missions Shakti and Vatsalya have shown tangible impact through strengthened safety nets for women and children, ranging from One Stop Centres and Shakti Sadans to expanded child care institutions.

This strategic clarity ensures that welfare delivery does not remain limited to assistance, but becomes a pathway to self-reliance.

The parallel review of Agriculture Production Department proposals reinforces this approach. Initiatives such as the PAAVAN wool project, the Elite Sheep Mission using advanced reproductive technologies, and dairy value-chain expansion aim to modernise traditional sectors, enhance farmer incomes and create rural employment. By combining cooperative-led models, scientific interventions and processing infrastructure, these initiatives promise to unlock the untapped potential of J&K’s livestock economy.
