India’s unemployment rate of 5.2 per cent in October 2025, as reported by the latest Periodic Labour Force Survey, offers a mixed picture of the country’s labour market.

While the headline figure suggests relative stability, a closer look reveals persistent structural challenges that demand sustained policy attention. The sharp contrast between rural and urban unemployment 4.4 per cent versus 7.0 percent highlights uneven job creation, particularly in urban centres grappling with slowing industrial absorption and skill mismatches.

 

The data also brings into focus India’s long-standing gender divide in employment. Female labour force participation remains alarmingly low at 34.2 per cent compared to 77.4 per cent for males, underscoring deep-rooted social, economic and cultural barriers. Addressing this gap is critical not only for equity but also for unlocking India’s demographic dividend.

 

The revamped PLFS methodology is a welcome reform. Monthly all-India estimates, expanded sample size and district-level coverage significantly enhance the reliability and timeliness of labour market data. These improvements enable policymakers to respond more swiftly to employment trends and regional disparities. The shift towards quarterly indicators for both rural and urban areas further strengthens evidence-based decision-making.
