The recent draft Change of Land Use (CLU) Policy proposed by the Revenue Department of the Union Territory of Ladakh is a timely and necessary intervention.

 

For years, the absence of a uniform land conversion framework has encouraged ad-hoc development, delayed approvals, and created uncertainty for both residents and investors. By introducing a structured, time-bound process, the government signals its intent to balance development needs with land conservation.

 

The policy’s emphasis on planned growth, particularly in rural areas, is commendable. Ladakh’s fragile ecology and limited cultivable land make indiscriminate conversion of agricultural fields a serious concern. Clear exclusions such as restrictions near highways, rail lines, and irrigation channels reflect an awareness of environmental and infrastructure sensitivities that must not be compromised in the pursuit of growth.

 

Equally significant is the effort to streamline procedures. Fixed timelines, a district-level approval committee, and defined jurisdiction reduce bureaucratic ambiguity and promote transparency. The proposed conversion fees, differentiated for commercial and residential use, appear moderate and could help regulate speculative land use without stifling genuine housing needs.
