POLITICAL EMPOWERMENT
The recent e document submitted by the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) marks a significant moment in Ladakh’s ongoing quest for political empowerment and constitutional safeguards.
By presenting a detailed framework that includes a draft Statehood Act, Sixth Schedule provisions, and specific legal arguments, including proposed Article 371-K, the Ladakh groups have elevated the conversation beyond protest and into the realm of structured policy negotiation with the Ministry of Home Affairs.
The Union Ministry of Home Affairs’ decision to take additional time to study the comprehensive document is understandable.
The demands from full Statehood with a 30-member Assembly to extensive tribal protections and dual Autonomous District Councils have far-reaching administrative, political, and constitutional implications.
A hasty response would neither serve Ladakh’s aspirations nor the Centre’s responsibility to ensure coherent governance frameworks.
Equally noteworthy is the maturity shown by LAB and KDA in allowing the MHA space to deliberate. After months of strained relations including the breakdown of talks following the September 24 violence the willingness of both sides to proceed with measured engagement reflects a positive shift. The constructive tone of the October 22 Sub Committee meeting offers hope that dialogue, rather than confrontation, will guide future steps in the UT of Ladakh.
