Block Diwas held at Gbl, Pul, Ang, Kul
SRINAGAR, FEBRUARY 17: As part of Governments ambitious Jan Abhiyan programme, the Block Divas or Youm-e-Block was observed today with great enthusiasm at Ganderbal, Pulwama, Anantnag and Kulgam districts of Kashmir division.
On the occasion, the respective District Administrations organised grievance redressal camps besides other related events at Block Headquarters and at different locations of the district to listen to the public issues, grievances and raise awareness on various Centrally Sponsored Schemes meant for welfare of youth, farmers and others.
The District heads also assessed the progress of developmental works being executed in different sectors and redressing the public grievances as well as providing the services to the masses at their door steps to strengthen grassroots level democracy.
At Ganderbal: The District Administration today organised a Block Diwas at different locations of the district to listen to the public grievances.
Designated senior officers were present at their respective Block headquarters where they listened to the public grievances and resolved the majority of them on the spot with the intervention of the concerned department.
Additional Deputy Commissioner (ADC) Ganderbal, Farooq Ahmad Baba presided over the Block Diwas held at block Ganderbal, and listened to the grievances of people and PRIs who turned up to the camp and apprised the ADC about various issues and grievances and sought his intervention for early redressal.
The Sarpanchs sought better road connectivity, adequate health facilities, up gradation of PHE and PDD infrastructure and other related issues concerning their respective areas.
The ADC resolved several issues on the spot besides issuing instructions to the concerned departments to take measures to address the public issues in a time bound manner.
He directed the officers of line departments to work in coordination with the PRIs so that equitable development of all panchayats is ensured in the district.
At Pulwama: In a first, Electoral Photo Identity Card (EPIC) Registration counters were today introduced in the Block Diwas at Pulwama by the District Development Commissioner (DDC), Dr Raghav Langer.
He while presiding over the grievance camp at Pulwama block said that the reason behind introduction of EPIC counters in the block diwas is to redress the issues of people related to electoral registration forthwith. Meanwhile, Dr Langer today spent the whole day in Pulwama block and redressed hundreds of grievances on the spot.
During the public hearing various delegations, individuals, deputations from Panchayats apprised the DDC about the issues pertaining to various government departments.
The delegations also raised the issues regarding the provision of various services like revenue extracts, domicile certificates, caste certificates, dependency certificates, registration for various individual benefit schemes including Social Security schemes for Old age pensions, Handicap pensions, scholarships and submitted memorandum of demands pertaining to their respective Panchayat Halqas.
On the occasion, many grievances were resolved on the spot, rest were forwarded to the concerned departments for prompt redressal through an established tracking system.
The Block Diwas witnessed distribution of Sporting kits, Domicile certificates, income certificates, Job Cards, KCC Cards and Labour Cards besides driving licenses.
The DDC was accompanied by Additional Deputy Commissioner Pulwama, Block Development Officer, Pulwama and Tehsildar Pulwama on the occasion besides other concerned officers.
The Block Divas was also held in block Tral and Pampore where detailed discussion was held regarding different development projects besides issues faced by the common masses of different panchayats. The designated officers including ADC Tral and BDO Pampore besides other district and sectoral officers listened to the demands and issues of the people.
Moreover, the departmental functionaries also visited their respective jurisdictions to listen to the grievances of the general public, and held awareness programmes to highlight the individual beneficiary schemes in coming days.
It is worthwhile to mention that Town Hall, Pulwama is the designated venue of Block Diwas for blocks Litter, Achgoza, Shadimarg, Newa and Kakapora whereas the Town Hall, Pampore and Town Hall, Tral have been designated as venues for blocks Pampore, Awantipora and Tral, Dadsara and Aripal respectively.
At Anantnag: Continuing the public outreach cum grievance redressal programme in the district, the officers of the district administration today visited various areas across the district and held public darbars.
In this regard, District Development Commissioner (DDC) Anantnag, Anshul Garg visited Sub Division Kokernag and held a mega public darbar.
In his address, the DDC directed the sectoral heads to monitor the grievances received on LGs Grievances Portal and focus on quality response in a time bound manner.
Highlighting the importance of Panchayati Raj Institution in local governance, Garg stressed upon the officers to effectively liaison with the PRI members and ensure that they are involved in the governance process to the extent as mandated by the Panchayat Raj Act.
While calling for greater transparency in the governance system, he emphasised that the duty roasters (in hospitals, RDD, PMGSY, R&B, revenue offices etc) power curtailment schedules and progress report in projects of immediate public importance must be publicised adequately for the larger public interest.
He said this would ensure that the people do not suffer unnecessarily while visiting the government offices.
On the occasion, the DDC member Sagam, Sarpanches and many public delegations raised various grievances and demands related to basic services, besides issues related to sand mining, compensation for land, telecom connectivity, mineral extraction and tapping of tourism potential of Kokernag.
Garg listened to all of them patiently and issued on spot directions to the concerned for redressal of genuine demands. He also assured for timely projection of the non jurisdictional demands to the higher authorities.
About the issue of sand extraction, the concerned officials were directed to get the list of manual sand miners duly authenticated by Gram Sabhas. However, mineral extraction by machines is strictly prohibited as per directions by National Green Tribunal”, he added.
During the proceeding of the Block Diwas event SDM, ACR and other sectoral officers were present, besides PRIs, DDC members, delegations and people in large numbers ensured participation in the programme.
At Kulgam: The District Administration today organised Mega Block Diwas at three blocks of the district to take appraisal of the public issues, grievances and demands.
During the Mega Block Diwas, functions were held at Devsar, Kulgam and D.H.Pora blocks of the district. Officers and officials from line departments listened to issues, grievances and demands of the people for timely redressal at all the three venues.
Meanwhile to take first hand appraisal of public grievances and demands, the Deputy Commissioner (DC) Kulgam, Showkat Aijaz Bhat, remained available at Tehsil Complex D.H.Pora where he heard public grievances and issues for redressal.
People from Manzgam, Watoo, Ahmadabad, D.K.Marg, D.H.Pora and other adjacent areas apprised the DC about various issues confronting them and put forth their demand for redressal. The DC gave a patient ear to their issues, demands and assured them of resolving all their genuine issues in a time bound manner.
The DC directed the officers and officials of all departments to remain available for public at all times to mitigate their issues on priority.
Among others, Tehsildar, BMO, BDO’s, SHO and other officers were present on the occasion besides PRI members and general public also participated in the programme.
