Governor for transparency
In the recent past State Governor Satya Pal Malik in the past few months has decided to go whole hog for completing the pending infrastructure projects in Jammu and Kashmir State. Many of them were hanging for the want of funds from the past few years. He took a bold step and decided to go for completion of these projects without any further delay and requested the Central government for the required funds and instructed his administration to complete these projects within the time-frame.
Governor was surprised to know that many of the projects could have been completed in time if the officers and engineers would have applied their minds and the higher ups especially the political governments would have taken little care to complete them within the time frame. Crores of rupees are to be given as additional funds for the completion of these projects and now the Governor’s administration has decided to monitor these projects on weekly basis and they have instructed the concerned Commissioner Secretaries to report back to the State Chief Secretary about the progress of these projects within the time line of one month.
In order to bring more transparency into the system, the State Governor has asked the State Chief Secretary to monitor closely all the development works and leave no space for any officer to delay the projects especially all the development projects in the State. In this direction recently State Governor in order to make a complete change in the administration has asked the officers to go back to the villages and make a plan of what on the ground level a village is immediately in need of. The Governor is of the view that the government should give the villagers choice for their priority in the development of their village. During the back to village programme, the officers have brought the feedback to the higher-ups and now the funds and the planning would be done on the basis of this feedback about the development at the gross root level.
