Trial debut of e-Assembly project in upcoming Budget session: Speaker

JAMMU, :  Speaker J&K Legislative Assembly, Kavinder Gupta today directed the concerned officers to expedite work on e-Assembly project so that the remaining works are completed in time.

Speaker, while chairing a meeting held to review the progress of e-Assembly project, was informed that the ambitious project has been envisaged for end to end computerization and digitization of the assembly processes thus making an end to paper work.

 The meeting was attended by Secretary IT, Saugat Biswas, Secretary to Law and Parliamentary Affairs, Abdul Majeed Bhat, Secretary Assembly, M R Singh, Additional Secretary IT, S K Gupta, Senior Officers from J&KEGA, NIC and other concerned officers.

It was informed that the department will initiate the trial debut of e-assembly in the forthcoming session of the assembly, for which the IT department has already distributed the I-pads to all MLA’s, MLC’s, Administrative Secretaries and other concerned officers to view and download the answers of the questions in a digital format. In this regard, the IT department has installed two servers in the state data centre.

The meeting was informed that the department is ready with Question Answer Management System of the software and soon will be introduced to its users. However, the department is working on other areas i.e. work flow section of the program, which is in progress and is expected to be automated soon.

Moreover, the officers further apprised that the raised questions during the assembly session will be uploaded and respective secretaries can download and upload their answers through online system of e-assembly. The speeches, budget, resolution and other related information will be available on website.

Regarding training required for the purpose, the Speaker was informed that the J&KeGA will provide trainers for imparting training to the members of the Legislative Assembly and Legislative Council and other concerned officers.

It was informed that the department requires some funds to meet its hardware requirement.

On the occasion, the Speaker commended the work of the concerned department for its dedicated efforts and said that more work needs to be done on the project to achieve the goal of making governance fully digitized. He directed the concerned officers to put more efforts to accomplish e-Assembly project and also make the software more user friendly and convenient.

Speaker directed the concerned officers to maintain a strong coordination regarding the project related issues and come up with findings and results, to remove obstacles that create hindrances in accomplishing the project. He also suggested two members from Legislative Assembly and two from Legislative Council and other related officers from NIC for this purpose.
