LAHDC Kargil approves Rs 12546.57 lakhs annual plan

Kargil:- Rs 12546.57 lakhs Annual District Plan for Kargil District for the year 2018-2019 was approved during the Annual Council Meeting held under the chairmanship of the Chairman and Chief Executive Councilor Kargil, Kacho Ahmad Ali Khan at Conference Hall Baroo here today. The budget comprises of Rs56.81 crore as Regular Funds, Rs 12 crore as Loan Component, Center Share of Rs. 46 crore besides the State share of Rs 8.99 crore.

Executive Councillor for Education Advocate Muhammad Amir, Executive Councillor for Rural Development Aga Syed Hassan Armaan, Executive Councillor for Health Muhammad Hussain, Executive Councillor for Zanskar Affairs Tenzin Sonam, Deputy Commissioner Kargil Haji Gulzar Hussain, Senior Superintendent of Police Kargil Tsering Gyalpo, Additional Deputy Commissioner Kargil Imteeaz Kacho besides councilors and sectoral officers were present in the meeting. 

Giving a brief presentation of physical and financial achievements registered during the last financial year, Deputy Commissioner Kargil informed the house that out of the amount of Rs. Rs 11928.63 lacs allotted an amount of Rs. 10487.65 lacs were spent on implementation of various developmental schemes and welfare programmes in the district which represents 87.38% of the released allocation.

The Chairman on this occasion said the focused sectors of the LAHDC will be Education, Health, Agriculture, Horticulture, Animal Husbandry and Fisheries. He directed all sectoral officers to start the development works in the right earnest besides pacing them up keeping in view the short working season.

Threadbare discussion was held on the annual plan budget wherein National conference councilors put forth their suggestions while as a number of important decisions were also taken up regarding the implementation of schemes on ground. These included among others the allocation of Rs 2 crores for acquisition of land for construction of Kargil Sarai at Dwarka New Delhi.

While urging upon the officers to effectively implement development schemes on ground for better results the CEC said that the role of the implementing agencies is of prime importance as they can only see to it that the public welfare schemes are completed in a time bound manner and the targets set are achieved in full. He said that utmost care should also be taken to ensure that funds earmarked are properly utilized for the particular scheme and strict adherence of codal formalities is ensured.

Meanwhile the house urged upon the Central and State Government to speed up the inquiry into Asifa rape and murder case so that the culprits get due punishment.

                    At the conclusion of the meeting the house has passed a unanimous resolution over the Asifa Banoo rape and murder issue in which the Chairman LAHDC, Kacho Ahmed Ali Khan strongly condemned the heinous crime and demanded stern action against the culprits which was accepted by all the councilors.
