As all the regional parties who have powerful base in Kashmir Valley have decided to boycott the coming Urban Body and Panchayat polls, it is becoming a visible challenge for the administration to hold these polls in absence of these parties. Both National Conference and PDP have linked these polls with the fate of special status of J&K State and with the Centre’s clear stand on the autonomy of this state.

In absence of PDP and National Conference, it would be more challenging for the administration to motivate the candidates and people to participate in these polls. Both these parties have linked their participation with the fate of Article 35(A) and have asked the Central Government to clear its stand on the special status of J&K State.

Municipal polls would be held in four phase from October 8 to 16. He said that they are getting 20,000 ballot boxes from Haryana State and EVMs would be brought from Punjab.  According to the officials of State Election Department, they have prepared the road map to hold Panchayat election in eight phases. Officials admitted that with each passing day it is becoming visible that it would be a huge challenge to conduct these polls in Kashmir Valley especially in South Kashmir. The government and police agencies have feedback that there would be spike in violence in South Kashmir ahead of these polls and it would be worth watching to see how the situation will unfold in Kashmir Valley.

The administration, which the backing of Central Government, has decided to hold these polls at all costs and have decided to provide security to all the candidates and also perks to the employees who would be on the election duty. Additional 400 companies of paramilitary troops would be coming to J&K State for the secure environment to be created for these polls.
