Human Shield victim denied compensatman

Farooq Dar, a civilian who was used as a human shield by the Army on April 9 in Budgam district, on Monday expressed dismay over the Jammu and Kashmir government’s denial to compensation.

At Press Enclave in Srinagar on Monday, Dar told reporters that he was yet to “fully come to terms”.

Dar said he has been facing “social stigma” after the incident and “making ends meet is a challenge for me.”

In its reply submitted to State Human Rights Commission (SHRC), the J&K home department has said that empowered committee observed that the “grounds on which compensation has been recommended by the Commission can’t be accepted due to varied reasons”.

Among other reasons, the home department said that “no allegation of human rights violation has been levelled by the applicant against the state or its any functionary.”
